I know this is an old question, but it was never answered, and I think this might help. I have seen this issue with using crystal reports while compiling in .NET Framework 4.0 or later. To fix it you have to add an app.config file to your project and put in an entry that tells the framework to use the legacy loader. See Crystal Reports are not working in Visual Studio 2010
I have created a web site using Visual Studio 2008 anc crystal reports. I have downloaded CRRuntime_12_2.msm and a ton of other files, from the Crystal Reports web site. Could someone please tell me how to include this in my deployment package. Is that the correct file to include to get rid of this error

You can download the latest edition of crystal reports from the official site. Just click on the following link. The latest version available is SP31 and it runs on all editions of visual studio starting from Visual Studio 2015 up to 2019.

i installed .Net framework 4.6 in windows 7 64 bit and Crystal reports working now. But our project is in .Net framework 4.5. should i use crystal report SP20 or below SP27 or below SP25 for .Net framework 4.5 compatibility. Please suggest, your suggestion will be really helpful.
